Penals + SU-76 has actually improved quite a lot and can shock a Panzer IV pretty well, but I still wouldn't call it good. SU-76 can handle bunkers, halftracks, Luchs, Ostwind, and even a Panzer IV if facing Wehr. You'd actually be better off going T1 to T3, and grabbing T-70 for halftrack / MG counter or SU-76 which can carry you against MGs (bombard to force relocate, flank with infantry) and light/medium armor as a more mobile but overall worse ZiS-3. The question is, if you start T1 or T2, why would you backtech to the other one? T1 start with Penals, bully with superior infantry, or in some cases a single Sniper for attrition. T1 + T2 eats a lot of early resources, meaning your T3 will be late, and you simply can't afford to miss that bullying phase. You either press with Penals against Axis troops that are stomped before weapon upgrades or stall till T-70 rolls out to crunch the halftrack that's been forcing you back, or you go with T2 for solid support weapons while being held back by terrible Conscripts. T1 is punished by being utterly devoid of AT options, this is why penals were eventually given PTRS rifles as a crutch against 221 Halftrack and such.
